No matter what additional credit card I add, change to default payment and go in the Apple Store right on my AirPad 2 to download a free app and boom and error message comes up about my pay pal account

I'm sorry its taken so long to read your reply, I've been trying to get paypal off that error ever since, I have added two new credit cards, waited from their company to verify that they are up and ready to use. Everything looks perfect for apple pay, Itunes, It all looks ready to go. I spend so many endless hours between looking up how to get this done. I find an app I want to purchase, I click buy, install, go through the necessary verifications, get to home plate and pow that Account Settings RED warning about the PayPal is not supported, there is a billing problem with a previous purchase warning window

Please enter another payment method stops me from ever having downloaded one even free app.

I am so frustrated I have not ever download one app from the Apple store and thats as far as i want to go with it! Thank you
